How the Published Rules Differ
In Skyjo, each player manages a 4 × 3 grid, replaces or reveals cards and can remove a vertical column of three identical cards. The standard rules do not include powers that steal or exchange an opponent's card.
In BANDIT, each player manages four face-down cards and must remember information revealed during play. Published powers include looking, exchanging and stealing, so some actions directly affect another player's cards.

Two Different Rulesets
Skyjo uses a 12-card grid and a multi-round total. BANDIT uses four hidden cards, direct powers and a BANDIT declaration. Those structural differences are more useful when choosing than a subjective ranking.
